But it is important to know how this first text is formulated, for two reasons. First, the lack of balance means that it is the least developed countries that have to do the most work to change it. In Paris, the French Presidency worked in the other direction. They drafted an ambitious text and dared to oppose the largest emitters. The final provision of a multilateral agreement should read as follows: “This Convention shall be valid until (…) (a) for transport within the territory of contracting parties to ADR which have signed this Agreement. If, in the meantime, it is revoked by one of the Signatories, it shall remain valid until that date only for carriage within the territory of the ADR Contracting Parties which have signed this Agreement and which have not revoked it. (Date …) b The competent authority of ADR of. . (Signature) ».
So what does the British draft text say? It merely “calls” on countries to strengthen their NDCs and proposes a ministerial meeting next year and a summit of heads of state and government in 2023. But “impulses” is the name of the UN: “You can do it if you want, but you don`t have to do it if you don`t.” This is not enough to force countries to follow a path compatible with 1.5°C. The text must oblige them to do so. But the broad consensus among the delegates I spoke to is that the draft they have developed is not sufficiently “balanced” between the interests and positions of different groups of countries. And for the president of such delicate negotiations, this is a dangerous sin. In fact, COP26 President Alok Sharma will not have befriended the text itself. As host and chair of the summit, it is the responsibility of the United Kingdom to consolidate all the negotiating texts presented and agreed last week into a coherent comprehensive agreement. There are several issues on which negotiations are continuing and the text has not yet reflected their progress. Sharma asked all parties to submit their proposed amendments to the draft and to meet with him to discuss their reactions. He will be questioned after many meetings.

There will have been many negotiators – not to mention journalists – who will have waited unnecessarily all night.
