But it is important to know how this first text is formulated, for two reasons. First, the lack of balance means that it is the least developed countries that have to do the most work to change it. In Paris, the French Presidency worked in the other direction. They drafted an ambitious text and dared to oppose the largest emitters. The final provision of a multilateral agreement should read as follows: “This Convention shall be valid until (…) (a) for transport within the territory of contracting parties to ADR which have signed this Agreement. If, in the meantime, it is revoked by one of the Signatories, it shall remain valid until that date only for carriage within the territory of the ADR Contracting Parties which have signed this Agreement and which have not revoked it. (Date …) b The competent authority of ADR of. . (Signature) ».
So what does the British draft text say? It merely “calls” on countries to strengthen their NDCs and proposes a ministerial meeting next year and a summit of heads of state and government in 2023. But “impulses” is the name of the UN: “You can do it if you want, but you don`t have to do it if you don`t.” This is not enough to force countries to follow a path compatible with 1.5°C. The text must oblige them to do so. But the broad consensus among the delegates I spoke to is that the draft they have developed is not sufficiently “balanced” between the interests and positions of different groups of countries. And for the president of such delicate negotiations, this is a dangerous sin. In fact, COP26 President Alok Sharma will not have befriended the text itself. As host and chair of the summit, it is the responsibility of the United Kingdom to consolidate all the negotiating texts presented and agreed last week into a coherent comprehensive agreement. See the explanation in English See the agreement in English, in French List of multilateral agreements that expired between 2007 and 1 March 2021 Letter and agreement in English, French, German See the procedures for the communication of multilateral agreements concluded in accordance with section 1.5.1 of ADR This is of course true, as Alok Sharma pointed out at his press conference in the afternoon: that the text can still be amended. There are several issues on which negotiations are continuing and the text has not yet reflected their progress. Sharma asked all parties to submit their proposed amendments to the draft and to meet with him to discuss their reactions. He will be questioned after many meetings.
See the agreement in English (version corrected on 21 January 2020), in Spanish After delegates to the COP26 climate summit in Glasgow came to the conclusion that the first draft final agreement would be published on Tuesday at midnight, the British Presidency will not have made many friends by postponing it to Wednesday morning at 6am. There will have been many negotiators – not to mention journalists – who will have waited unnecessarily all night. In addition, this parameter was included in the draft contract in the tender documents and was not changed in the final contract. On this page, you will find information on France`s participation in the WTO. France has been a member of the WTO since 1 January 1995 and a member of GATT since 1 January 1948. Notifications from the European Union (formerly the European Communities) apply to all EU members. Sometimes, however, individual EU members notify certain measures that are only specific to their country. These are listed below. Second, the perceived imbalance could hurt trust in British hosts. Sharma has gained a good reputation in recent years for preparing for the COP. He will not want to lose this in the decisive last days. M332 – LSA-III equipment with specific low activity according to 126.96.36.199.3.1.4 of ADR In terms of finances, the text is even weaker. There is no mention of a $500 billion request, although it calls for a doubling of adjustment financing. There is no mention of the use of special drawing rights (a kind of global money supply) that the IMF recently allocated for climate-friendly development. And there is not enough recognition that the most vulnerable countries need much better access to available funds. Of course, developing countries do not intend to impose their own will in the negotiations.
